Introduction

In a very positive event for national security and defence education, Wing Commander Pushkal Vijay Dwivedi (Retd.), Director General of Bhartiya Shiksha Anusandhan Parishad (BSAP) and Chief of Kalki Sena, met Defence Minister Shri Rajnath Singh at his official residence in New Delhi on Saturday.

Commitment of Kalki Sena

During the half-hour-long meeting, Wing Commander Pushkal Vijay Dwivedi submitted a formal letter of assurance to the Defence Minister, expressing Kalki Sena’s unwavering commitment to offering selfless, voluntary service to the Indian Armed Forces, paramilitary, and police forces. The letter stated, “The moment the Government of India calls, our Kalki warriors will be ready to serve—unconditionally and without delay.”

Discussion on ‘Self-Defence Science’

He also briefed the Honourable Defence Minister about a historic educational subject—‘Self-Defence Science’—recently launched under the Bhartiya Shiksha Board (BSB). As the principal creator of the subject, he highlighted its objectives, content, and national significance, explaining how it imparts life-saving skills to schoolchildren and instills a sense of patriotism from an early age.

Overview of the Curriculum

The Self-Defence Science curriculum extends from Class 1 to Class 12 and is structured into progressively advanced levels.
In primary classes, children are taught safety awareness, good touch–bad touch, assertive speaking, and situational responses.
Middle school curriculum includes physical fitness drills, mental alertness, yoga, defence-oriented nutrition, and core moral values.

In senior classes, under the module of ‘Rashtra Raksha Vigyan’ (National Defence Science), topics such as strategic thinking, emergency first aid, structure of the Ministry of Defence and Armed Forces, latest advancements in defence technology, understanding threats (digital, physical, psychological), legal awareness, civil defence, and coordination during national emergencies are covered.

The curriculum is activity-based, child-centric, and grounded in Indian military traditions and strategic perspectives.

Appreciation by the Defence Minister

Impressed by the initiative, Shri Rajnath Singh praised the educational effort, stating, “This is a long-overdue inclusion in our national curriculum.”

He further said, “This subject will not only equip our youth to be physically and mentally resilient but will also mold them into patriotic, responsible, and empowered citizens.”

Discussion on Defence Strategy and Veterans

Wing Commander Pushkal Dwivedi also discussed various critical issues related to India’s evolving defence strategy and veteran welfare. He emphasized the necessity of deeper involvement of retired defence personnel in policy implementation and national preparedness.

The conversation included ideas for optimizing resources, training reserve forces, and institutionalizing veterans’ experience to build national resilience and mentor the youth.

Wing Commander Pushkal Vijay Dwivedi hails from RaeBareli, a small district in Uttar Pradesh. Rising from a modest region, he served as a senior officer in the Indian Air Force and now leads several nationally significant projects. His journey is a source of great inspiration to the youth of small towns across India, proving that with determination, one can rise from any background to the national stage.

Personal and Educational Background

Wing Commander Pushkal Vijay Dwivedi has not only been an outstanding military officer but also a multi-faceted scholar and social reformer. He began his career in journalism before joining the Indian Air Force as a commissioned officer, contributing to national defence. During his service, he gained deep expertise in intelligence, strategy, special operations, communication, and human behavior.

After retiring, he actively entered the field of national defence education and youth empowerment, eventually becoming the Director General of the Bhartiya Shiksha Anusandhan Parishad (BSAP). He was also appointed as Special Secretary at the United Nations GHRT. Notably, he once founded a political party, which was merged with the BJP last year.

His contributions to initiatives like Kalki Sena, Vijay Code, the PRISM Psychological System, Self-Defence Science, National Defence Curriculum, and value-based education have sparked a new wave of direction and consciousness across India.
